This is an introductory paragraph in the Article Layout content area. This specific layout is used to have the sidebar (the quick downloads section to the right) fold below this content on responsive layouts. The behaviour is different to the side-column layouts and the way content is added in Drupal is different.

The profile card section below is an example of a three column nested layout with in the content area of the Article layout. Below that is an agenda area using tabs with the Time and Content cards.
